ALICE® addresses the numerous mandates the federal Government has issued in recent years. The President’s Management Agenda (PMA):
- PMA on Customer Experience (CX): “Improve the experience of those Government serves … when they use Government services.” “When individuals and organizations interact with any part of the Federal Government, they want that interaction to work seamlessly.” “Understanding existing barriers to public services is a crucial part of this work.”

Executive Order on Transforming Federal Customer Experience (CX) and Service Delivery to Rebuild Trust in Government:
“Improving service delivery and customer experience should be fundamental priorities.” “We must use technology to modernize Government and implement services that are simple to use, accessible, equitable, protective, transparent, and responsive for all people of the United States.” “Further, the Federal Government’s management of its customer experience and service delivery should be driven fundamentally by the voice of the customer through human-centered design methodologies; empirical customer research; an understanding of behavioral science and user testing, especially for digital services; and other mechanisms of engagement.”

FOIA Response Timelines and Penalties:

“Ensure that all Federal records are created, retained, and managed in electronic formats, with appropriate metadata;” “develop plans to close agency-operated storage facilities for paper and other, analog records, and transfer those records to Federal Records Centers operated by NARA or commercial storage facilities.” “NARA will no longer accept transfers of permanent or temporary records in analog formats and will accept records only in electronic format and with appropriate metadata.”
